Hulu keeps muttering about a public offering, but it hasn’t launched one yet, and may never do so. But if you want to take a flier on Web video, here’s one for you: Tudou, the Chinese video site that has raised at least $135 million from private investors, wants to raise $120 million more via a Nasdaq IPO.
