European Union regulators plan to issue a formal complaint against Samsung Electronics Co. within weeks in its antitrust probe over patents, EU’s competition chief Joaquín Almunia said Thursday.
The European Commission, which acts as the EU’s competition watchdog, is investigating whether Samsung’s past use of injunctions against Apple Inc. prevented competition.
