Arriving at Silicon Valley’s Computer History Museum, in the heart of the tech industry, with the leader of the free world talking jobs and digital, you might expect fantastic wireless access.

You might, but not so much if you are a “local” reporter and can’t jack into the extra-secret-special wireless link the national White House press corps apparently has reserved for itself. (They also get a lovely noshing buffet, whilst we tech reporters have been instructed not to touch the pineapple and scones or else!)

Famished for coffee and carbs, we’re left with glomming onto the museum’s slowish wireless service — there are lotsa geeks here today jamming up the lines — and every now and then getting some juice from Google. The search giant blankets the Mountain View, Calif. area near its HQ with free Wi-Fi, but it fades in and out.

I am now reconsidering the antitrust investigations that the Obama administration is conducting against Google, as long as its signal is good enough to check Twitter.

So this liveblog of President Barack Obama’s LinkedIn Town Hall — which will center on jobs and is titled, “Putting America Back to Work” — could be glacial with not much news, much like what I am expecting from the event itself.

I’d certainly like to work, as long as the wireless does! (Plus, limited power outlets in the room, so it’s every reporter for herself!)

But bygones, while we await the Prez!

10:18 am: One thing that made me flee Washington, D.C., when I worked for the Washington Post, was all the rigmarole that surrounded the appearance of and access to politicians.

I get it, the security and all, and am all for it on a general safety level. But, no matter how you slice it, it hinders any kind of movement or genuine interaction, like being stuck at a really dull opera. All the world’s a stage and we are all merely waiting in traffic.

In contrast, and one of the joys of Silicon Valley, is that anyone can get up right up into the grill of the various billionaire potentates littering the landscape, engage in a debate and get a possibly real answer.

Thus, I am hoping for a lot here from LinkedIn CEO Jeff Weiner, who is going to moderate the hour-long session with the President.

By the way, while he is busy running the business-focused social networking site, Weiner is looking good in a fancy suit, almost as if he could be Secretary of the Internet. I’d vote for him.

10:28 am: Some painless but hip music is playing now, as we wait, wait, wait for Obama, who is set to begin in 30 minutes.

I wonder if the President is ever early. Wouldn’t that freak the peeps out?

(Obviously, I am bored, so I shall now go monitor Twitter to catch up on the latest in the new bad-marriage-or-not cat fight between Brad Pitt and his ex, Jennifer Aniston — as if we need him to tell us Angelina Jolie is more interesting. Frankly, Angie’s midday snack is more interesting than Jen.)

There is now what appears to be a Secret Service dude next to me, giving me a hairy eyeball. If I am jailed over my wireless protest, please give generously to my defense fund.

Free the Internet! Free the Internet!

10:35 am: Finally, the production guy is up giving out the rules. Turn off the cellphones, no making noise.

The head Secret Service guy then takes the stage. No getting out of your seat. No sudden movements. And no crossing the blue line in the front row.

“All joking aside,” he says, he will take you down. He also notes that if the President moves toward you to shake your hand, “do not move toward him.”

I love Secret Service agents — especially when played by Clint Eastwood — and wish I had one to give a few people in tech a little smackadoo on my behalf. And not only if they moved toward me!

10:47 am: This little frisson of excitement is followed by more waiting, as the final seats are filled up in the room, which is an unusually (and welcome) multi-racial and gender-balanced crowd for Silicon Valley.

Various White House aides skitter back and forth like nervous ground squirrels — I would imagine their life is one big effort to avoid any gaffe — so the Prez must be near.

I am actually looking forward to seeing him, as I never have in person and am looking forward to seeing the famous Obama charm and techie cred.

Indeed, he is probably the most fast-forward tech president there has ever been. That said, buffeted by more serious issues facing the nation, his administration has delivered on few — by which I mean none — of its promises around the digitization of the U.S.

Our high-speed broadband, for example, is still woefully slow, inordinately expensive and not easily available nationwide.

And I will not even go into the need for increased focus on math and science education or the importance of our broken visa policies.

But the topic today is jobs, which is an arena where Silicon Valley and tech shines in the U.S., even as manufacturing of it has mostly moved overseas. How tech can help improve in the creation of jobs will be issue No. 1 here.

10:55 am: Total silence with five minutes to go. I need the President around to quiet my kids.

Now, LinkedIn Chairman and VC Reid Hoffman comes in, so the event is probably about to begin.

And, indeed, Weiner emerges to cheers, to give a little speech on “changing the way we work … and connecting talent to opportunity.”

11:01 am: Then, the session starts right on time with President Obama.

He begins with a rote speech on jobs, which is nonetheless the most important issue he faces going into next year’s election.

11:14 am: Ah, wireless glitch! Back!

President Obama is inexplicably in the middle of a Medicare question, which gives him an opportunity to talk about the need for the rich to pay more taxes.

And pass his American Jobs Act, of course.

11:17 am: More on proposing legislation for retraining workers, such as the questioner’s mom.

Now to a group of email questions. The first is about when small businesses are going to get a break from onerous regulations and taxes.

President Obama says since he has been in office, he has cut taxes 16 times for those who create a business.

But he is not going to apologize for some regulations, such as those for the financial industry over the mortgage crisis.

“There are some regulations that have outlived their usefulness,” he says, but others not so much.

11:24 am: The next question is from a Chicago IT employee. Except she is not employed.

She is asking a question about keeping her skills up and what programs are needed.

“The best thing we can do for you is that the unemployment rate goes down,” said President Obama, but also adds that making it easy to go to school while waiting on a job is also important.

“Just looking at you, I can tell you are going to do great,” he tells her in an awkward effort at reassurance.

Thanks, Barack, but she needs a job!

11:28 am: A veteran is asking a question about transitioning out of the military.

Obama launches into a story of a medical technician who faced all kinds of experiences, but had to start over again with new classes when out of the military. He suggests some level of credentialing based on experience.

11:33 am: Obama gets to pick out someone from the crowd and manages to pick out a dude who is a former Googler — although he only says that he works down the street — and is out of work by choice.

He asks: “Will you please raise my taxes?

A plant? I wish!

President Obama asks the name of the start-up. “A search engine,” says the ex-Googler-in-disguise, who is Doug Edwards, an early marketing exec there who actually wrote a book on being an ex-Googler.

“That worked out well for you,” kids President Obama.

Everyone likes a rich-guy joke!

He is soon onto the idea that we’re all dang lucky and declares he does not want it to turn the debate over taxes into a rich-poor war.

Bottom line, he notes that we have to raise taxes on the very wealthy. Frankly, if we raised taxes on a bunch of folks in this room, it would help a lot.

11:42 am: A teach-training question, especially math and science teachers.

President Obama is all for it.

He is meaning well here, but all he seems to offer is a lot of bromides about the importance of education and errant related anecdotes.

Like one from IBM, where the company hires the kids in the program at the end.

President Obama wants students to see a direct connection between learning and jobs.

Then, he kind of says it again. Gosh, he can talk. How does the well-fed and wirelessly connected White House press corp take it? Lotsa donuts, I would imagine.

President Obama also wants us to turn off the electronics and video games for kids, too, thereby instantly losing the votes of my two sons!

Another laid-off guy is up at the mic. He had 22 years in IT management and is disheartened.

He wants a statement of encouragement from the CEO of America.

President Obama assures him that his track record of success gives him a leg up, but that the problem is the economy and the global meltdown, too.

It’s systemic, apparently.

“The problem is not you, the problem is the economy as a whole,” says President Obama.

That was the last question. Weiner, who has been sitting quietly (I know it was hard, Jeff, but good job), thanks the President and tells him that this is a big issue.

President does his thanks, too, for being able to speak, although not really that much was actually said.

And then a genuine moment, finally, of clarity.

“Look, we’re going through a very tough time, but we have gone through tougher times before,” he says. “But the trajectory we are going on is one that is more open, more linked …”

He talks about the need for being ready to take advantage of that opportunity.

“Things have gotten so ideologically driven, putting party above country,” he adds, that nothing is getting done. That’s why the people, the voters, have to demand leadership from their elected officials.

Or, presumably, fire them and let them try to find another job, too.

It might turn out to be the best idea yet, if these pols don’t agree on something and quick.

Its 2010 lobbying spend was about $1.6 million. (Microsoft’s was $6.9 million.) But while it might seem that any lobbying Apple might need to do in Washington could be easily accomplished by a phone call from one of its directors–one in particular–evidently that’s not the case. Because the company has hired a new lobbying firm to help deal with its D.C. concerns: Fierce, Isakowitz and Blalock.

It’s not clear why Apple hired the firm; lobbying disclosures say only that it will handle “innovation” issues for the company, and sources I’ve spoken with seem unaware of any big legislative pushes the company might be mulling. That said, Fierce, Isakowitz and Blalock is a formidable lobbying firm with a number of executives who did stints in the Bush administration and the Republican National Committee, and a client list that includes some very big names: Coca-Cola, CTIA, the National Cable and Telecommunications Association, Ford, Time Warner and Oracle.

Think Larry Ellison got a referral fee?

Everyone has something to say about today’s speech by FCC Chairman Julius Genachowski on the subject of net neutrality (video below). Having been blocked in the courts from imposing sanctions on Comcast for throttling users of BitTorrent, the commission has been spinning its wheels trying to find a way to nudge the broadband industry in a direction toward treating all Internet content fairly.

To Genachowski and network neutrality proponents, a bit is a bit is a bit, and your broadband service provider should have nothing to say in blocking you from using the services and applications that you choose and saying what you want to say so long as you’re not breaking any laws.

It makes sense until you hear rebuttals from the providers who spend billions to build the networks, arguing that they should have some right to protect their networks from cases where the heaviest users–video-downloading BitTorrent users are the classic example–can degrade the experience of other users. Think of it as “My network, my rules.”

Without the legal authority to force net neutrality on the providers, Genachowski has circulated draft rules that would instead require them to disclose what they intend to throttle and why, so that consumers can more intelligently choose whom they’re going to do business with. If there are going to be rules, put them on a sign where all can see them before walking in the door, he’s saying here.

Gone is the talk of reclassifying broadband, which some had described as a sort of “nuclear option” that would potentially give the FCC the authority to force net neutrality on the carriers, and would have probably led to more pointless, expensive lawsuits.

The big shift came when Genachowski said he’d be open to “business innovation to promote network investment and efficient use of networks, including measures to match price to cost such as usage-based pricing.”

That means broadband providers can start creating variable price plans under which consumers will pay more for using more.

Oh, and the wireless Internet? It’s too early in its lifetime to impose any rules on it. The FCC, he said, “would closely monitor the development of the mobile broadband market and be prepared to step in to further address anti-competitive or anti-consumer conduct as appropriate.”

The reactions have been predictable:

It’s “not perfect,” but it’s reasonable, says Kyle McSlarrow, president of the National Cable & Telecommunications Association. If the order changes materially, however, the group reserves the right to fight it.

It’s a step in the right direction but needs to be “strengthened,” says Gigi Sohn of Public Knowledge, a Washington, D.C., public interest group.

Tyrone Brown of the Media Access Project says he is “very disappointed.” By taking the reclassification option off the table, the FCC loses a key piece of the legal authority it would otherwise need to require service providers to extend broadband service to people who don’t currently have access, which has been a key objective of the Obama administration.

Josh Silver, president of FreePress, another policy organization that advocates for net neutrality, called it “fake Net Neutrality” and said that “Genachowski is taking the same exact approach to splitting the open Internet into fast and slow lanes that Verizon and Google proposed last summer.”

Republican FCC Commissioners Robert McDowell and Meredith Attwell Baker essentially promised to vote against the proposal when it comes before the commission on Dec. 21. Only Congress, Baker said, should decide if the Internet is to be regulated. Unlikely with the GOP taking control of the House in less than a month. “We don’t have authority to act,” he said.

After all that: Comcast stock is up 4 percent today; Verizon shares up one percent; Time-Warner shares are up more than two percent; Cablevision shares are up about 1.5 percent. This news will be a boon to broadband providers, says Sanford Bernstein analyst Craig Moffett in a research note issued today.

Usage-based broadband plans are probably soon to follow, which would be good for business because consumers would probably embrace them. One question for all the critics: Would that be so bad?

Here is a funny video sent to us of President Barack Obama, while at the Lisbon summit this past week, signing an Apple iPad using a touchscreen software program.

“I’ve done this once before,” he said, as he signed the tablet like a pro. And, indeed, Obama had put his John Hancock on one in Seattle just a month ago.

Despite all the unrealized hope for some more progress in the digital arena by his administration, I guess he is the Internet President.

The strategy is expected to be unveiled in a report being issued by the U.S. Commerce Department in coming weeks, these people said. The report isn’t yet final and could change, these people said.

In a related move, the White House has created a special task force that is expected to help transform the Commerce Department recommendations into policy, these people said. The White House task force, set up three weeks ago, is led by Cameron Kerry, the brother of Sen. John Kerry (D., Mass.) and Commerce Department general counsel, and Christopher Schroeder, assistant attorney general at the Department of Justice.

The initiatives would mark a turning point in Internet policy. Recent administrations typically steered away from Internet regulations out of concern for stifling innovation. But the increasingly central role of personal information in the Internet economy helped spark government action, according to people familiar with the situation.

In his place, Mayor Michael Bloomberg is expected to announce Cathie Black, chairwoman of Hearst Magazines. She would be the first woman charged with running New York City’s 1,500 schools and more than one million students.

Mr. Klein, a former antitrust chief at the Justice Department, took over in 2002, having had no prior experience in education administration. Before becoming chancellor, Mr. Klein was chairman and chief executive officer of the media company Bertelsmann Inc., the U.S. subsidiary of the German giant Bertelsmann AG.

In his new role as executive vice president, Mr. Klein will advise News Corp. on opportunities to invest in digital initiatives in the education market, a person familiar with the matter said.

BoomTown arrived late to the Facebook mobile event for the press due to traffic related to the parade today for the San Francisco Giants’ World Series victory–and where I would much rather be right now.

Go Giants!

10:53 am PT: In any case, I am here in the cafeteria of Facebook again, where the company continues its attempts to take over the known digital universe before Google does.

Currently, the social networking giant notes “200 million people around the world are now actively using Facebook from a phone, more than triple the number just one year ago.”

Thus, some new tries of a lot of stuff, such as single sign-on.

Meaning you sign on a Facebook and it signs you on all over the Web (or at least at those in partnership with the company).

Such as at Groupon and Zynga.

This single sign-on stuff has been tried by many before, a kind of Holy Grail of the Web, and where everyone has failed.

But it also the proverbial camel’s nose poking in your digital tent.

As in, the whole Facebook body is surely coming in next.

Facebook’s exec in charge of all this, Eric Tseng, talks about a virtuous circle of single sign-on, happy users and happy developers, sounding as if this is the single biggest problem facing humanity.

A password crisis! Silicon Valley to the rescue!

Perhaps the only issue the now damaged administration of President Barack Obama could actually get some legislation passed on now.

“My fellow Americans, we have too long be stuck in a miasma of forgetting which name of our dog we used for our password plus the number one…”

How much do I want to be at Giants parade right now? Much!

11:02 am: Next, we move onto more ability to show your location to friends on Facebook better and make sense of it by opening location APIs.

More heavy pontificating about what a disaster it is that we cannot properly see where our friends are on Facebook in the real world.

Of course, this leaves out the pertinent point that my “friends” on Facebook are exactly those I do not want to run into at the Starbucks on El Camino Real in Palo Alto, Calif.

Loopt Founder Sam Altman comes up to show off the integration with Facebook Places, where this problem is solved anyway.

“We believe data wants to be unified,” says Altman.

Certainly if you are the Borg, you want it to be unified. Me, not so much.

11:11 am: Now comes the attempted Groupon-killer from Facebook, which is creatively called “Deals.”

This is essentially allowing Facebook Places to locate a person and then merchants to offer deals when a user is nearby via a platform offered by Facebook.

You can do individual deals, such as getting a beer at a bar when you check in. Then, there is a loyalty deal on the phone, taking the place of that dog-eared card you always lose.

And there is the “friend deal.” This is not friends with benefits, sadly.

It means if you check in and bring a lot of folks, one eats free–which sounds just a little naughty.

Also, there is one deal type related to charity.

For the Gap, for example, you get a free jeans if you are among the first 10,000 to check in at a Gap store. There are 500 million Facebook users, so you do the math.

Essentially, it is about getting stuff if you check in, including experiences.

So, just like little white mice in Facebook’s lab, we push the button, we get the cheese. Sigh.

But I wonder if I check in right now, I can be transported to the Giants parade via a time machine. Now that might be something worth handing over my privacy to Facebook.

“The big takeaway for today is that there is obviously a lot of change in the social space,” says Facebook CEO and Co-founder Mark Zuckerberg. “You can rethink any product area and make it be social.”

Indeed, you can. And Facebook obviously is going to be plowing on through a lot of them in order to solidify its stranglehold on the consumer.

11:23 am: Q&A!

The first question is on privacy and third-party developers giving up your location.

Yes, that!

Zuckerberg makes assurances that the current privacy steps now in place are working just fine and also users need to consent.

“The place information about people is not public,” he says.

There is question from Ben Parr of Mashable, about whether there is an iPad app for Facebook coming.

“It’s not mobile…it is a computer,” declares Zuckerberg, dismissing the very good question.

“I think Apple would disagree with you,” countered Parr, correctly.

“Well, sorry,” said Zuckerberg with more than a little bit of snark.

For a second, he sounds just like the guy from the Facebook movie.

But Zuckerberg quickly declares his love of Apple products and apologizes, although he should not have as it was a funny exchange.

A question about single sign-on. Zuckerberg notes that it has been tried, but the experience was bad.

“What we think is going to happen now is that it is so easy when it works, it is a whole different experience,” he said, comparing it to the way YouTube made video uploading on the Web easier.

Zuckerberg’s goal is that all apps become social, which is also a virtuous circle for Facebook, of course.

A question about the deals offer. It seems for Zuckerberg that Facebook is not getting a cut from retailers right now, as Groupon does.

Ruh-roh, Andrew Mason!

Zuckerberg then notes that the Places offering is going well, without giving a lot of specifics.

At the end, PR maven Brandee Barker wraps it up by saying what I have been thinking this entire time:

“Go Giants!”

The question is: Which movie was Facebook CEO Mark Zuckerberg thinking about when he decided recently to fork over $100 million to public schools in Newark, New Jersey?

Was it a bid to spiff up his image–with a splashy announcement on Oprah Winfrey’s popular television talk show tomorrow?

That would be the very same day of the New York premiere of “The Social Network,” a movie that rakes the now-26-year-old Silicon Valley wunderkind over some very hot coals in the sordid tale of how he founded the powerful social networking site while at Harvard University.

Or was it actually the impact of another film, “Waiting for Superman,” a just-released gripping documentary about the crisis in public education?

It’s become a topic that has apparently become of great interest to Zuckerberg, as he has been considering his approach to big-time philanthropy in anticipation of huge wealth after Facebook eventually has its long-anticipated IPO.

In fact, said sources, the timing of the donation was hotly debated within the company, with worries that it would look like Zuckerberg was trying to counter the flood of negative press from “The Social Network.”

And for good reason.

After seeing a screening of the movie recently, MediaMemo’s Peter Kafka noted that “the film portrays him as an insecure jerk who screws over people and becomes a much-richer insecure jerk…He’s the bad guy in his own creation myth.”

In fact, said sources, Zuckerberg actually has been cooking up the deal since he and high-profile Newark Mayor Cory Booker started kibitzing over the idea while both attended the Allen & Co. conference in July.

From there, Zuckerberg decided it was best to flood the zone–in this case, the deeply troubled Newark school system, which had previously been taken over by the state.

Now, it will instead get a big dose of friending–um, funding–from a foundation that Zuckerberg is funding with $100 million worth of Facebook stock, which will be sold off in secondary markets as needed.

Sources said his interest in the area was apparently sparked by watching the up-and-down experience of his longtime girlfriend, Priscilla Chan, whose first job out of college was as a teacher. She is now a medical student.

It’s all an unusual bipartisan effort, with Zuckerberg working with the Democratic Booker and also New Jersey’s new Republican Governor Chris Christie.

The pair of politicians, who will formulate a plan, pushed for the announcement this particular week on “The Oprah Winfrey Show,” in order to give the topic national attention.

Winfrey has been focusing on education reform this week on her show, and the Obama administration is reportedly going to do the same in the weeks ahead.

Thus, Zuckerberg himself decided to move forward now, sources said, apparently concluding that even if a prominent movie was portraying him as the villain, he did not have to act like one in real life.

Today, it’s Federal Communications Commission Chairman Julius Genachowski’s turn.

The former Internet and media exec was selected by the Obama administration to lead its more aggressive digital efforts.

But it has not been an easy job so far.

There have been both court rulings and political pressure related to the agency’s purview over broadband and other digital issues, even as the FCC is trying to implement a much needed National Broadband Plan.

Perfect.

Facebook has enlisted a former senior Bush administration regulator to defend its privacy practices in Washington. Tim Muris, an attorney at law firm O’Melveny & Myers who served as chairman of the Federal Trade Commission from 2001 to 2004, is advising the company, whose privacy disclosures and fast and loose handling of user data are increasingly drawing scrutiny on Capitol Hill.

Indeed, on May 5, the Electronic Privacy Information Center filed a complaint with the FTC alleging that Facebook has engaged in unfair and deceptive trade practices in violation of consumer protection law.

“[The site] continues to manipulate the privacy settings of users and its own privacy policy so that it can take personal information provided by users and make it widely available for commercial purposes,” the Washington-based advocacy group said. “The company has done this repeatedly and users are becoming increasingly frustrated and angry.”

Clearly, the Facebook privacy backlash, which has been building for years now, has begun in earnest.

What better time, then, to seek the help of someone like Muris, who created the popular U.S. Do Not Call Registry and just last week received the Miles W. Kirkpatrick Award “for his significant and lasting contributions to the FTC, antitrust law, and the cause of consumer protection.”

Reached for comment, Facebook said Muris is not an official employee. “There have been some reports that Tim Muris has joined Facebook,” the company told me. “Muris has not joined Facebook.”

But he is serving as a consultant, something sources close to the company have told me, though Facebook declined to comment on.

Among the many Gmail subscribers to have their private contacts exposed in the Google Buzz privacy fiasco was Andrew McLaughlin, the Obama administration’s deputy chief technology officer and Google’s former head of global public policy.

“So I see a big default privacy flaw in Buzz,” McLaughlin wrote in a Feb. 10 Buzz post uncovered by Breitbart’s Big Government (click on image below to enlarge). “By default, Buzz adds the people you e-mail most as your ‘followers’, and then lists them on your public Google Profile Page. In other words, Google exposes the people you e-mail most, by default, to the world. That violates my sense of expectations–I expect the list of people I e-mail most to be kept private. What should I do? I guess I don’t really have an option other than turning off Buzz. Any other ideas?”

Sure. Here’s one: How about no longer using your former employer’s email service to communicate privately with the folks you once worked with as a lobbyist for Google?
Certainly seems unwise given the mandate of the Presidential Records Act of 1978.

Yesterday–in a very precious San Francisco tea cafe of BoomTown’s choosing–Rey Ramsey was unfailingly and politically polite, despite my rat-a-tat questions and the shoving of a Flip video camera in his face on his first visit to California after nabbing his new job as president and CEO of TechNet.

Ramsey better get used to it, though, as he takes over the bipartisan political network of tech types, which is heavy with Silicon Valley power brokers who are often at odds.

They include an executive council with co-chairs John Chambers, CEO of Cisco (CSCO), and mega-venture capitalist John Doerr, as well as Intel (INTC) CEO Paul Otellini and Google (GOOG) CEO Eric Schmidt.

Member companies include Microsoft (MSFT), Yahoo (YHOO), Apple (AAPL), Dell (DELL), craigslist, eBay (EBAY) and more.

While they are often wrangling competitively, it will be Ramsey’s job to get them on the same page on a wide range of issues they do agree on, such as visas, the need for more broadband, support for innovation and especially, blocking net neutrality regulation.

With the Obama administration more engaged in digital issues, it might be a good time for TechNet, which was founded in 1997 (I wrote the story about that in The Wall Street Journal, which dates me!). Unusually, it has not had as high a profile over the years as it should have.

But Ramsey, who has deep political ties to the new administration, also has a lot more tech savvy than past TechNet leaders. He co-founded One Economy, a laudable group that tries to bring tech to less privileged parts of society.

How to bridge the digital divide in a way that is more than words is another important issue Ramsey will have on his plate.

It will be like they never left the Googleplex in Silicon Valley if this Washington, D.C., invasion of execs from the search giant keeps up.

The fourth new geek in town is Sumit Agarwal (pictured here), who was head of Google’s mobile product management and has become the deputy assistant secretary of defense for outreach and social media in the Office of the Assistant Secretary of Defense.

Phew! But what’s that? Poking with M-16s? The Berlin Wall? Tweeting troop movements?

In any case, it’s interesting to see so many key appointments in the tech arena going to one company, especially one so immersed now in national and international policy issues.

And especially since Google (GOOG) has begun spending so much money in D.C. on lobbying.

As I reported recently:

According to the most recent public reports filed by Google with the Senate on its lobbying spending there, the search giant has significantly increased its outlay in 2009 from the previous two years.

In 2007, Google spent a total of $1.52 million, which rose to $2.84 million in 2008.

And the 2009 total? Just over $4 million, according to the Lobbying Disclosure Act Database.

That’s probably no surprise given the ever-growing range of issues of concern to U.S. regulators due to Google’s increasing number of deals and because of many new and often controversial initiatives the company is forging forward with.

From pushing for approval of its DoubleClick acquisition in 2007 to its failed attempt to strike a search and online partnership with Yahoo (YHOO) in 2008 to last year’s wrangling with book publishers to 2010’s expected tussle over its $750 million purchase of mobile advertising start-up AdMob, Google’s presence in D.C. is only going to rise as its ambitions expand.

That’s still $2.7 million less than archrival Microsoft (MSFT) spent in 2009, but Google has been gaining on the software giant in a very short time.

In any case, these are former Googlers, who might or might not return to the mother ship at the end of their tenure.

But, for those keeping track, Agarwal will join:

* Former business development and product exec Katie Jacobs Stanton, who was the Obama administration’s director of citizen participation and now works in the State Department.

* Google’s top policy wonk, Andrew McLaughlin, who serves as deputy chief technology officer.

* And Sonal Shah, who worked at Google.org and is now director of the White House’s new Office of Social Innovation and Civic Participation.

Here’s White House spokesman Robert Gibbs today, per MarketWatch:

“We support [Google's] action…in a decision to no longer censor searches that happen using the [Google] platform,” Gibbs told reporters. He added that “our concern is with actions that threaten the universal rights of a free Internet.”

I’ll leave it to geopolitical tea leaf readers to decipher whether the White House’s position on this means that much for Sino-American relations. But it’s not a huge surprise: The affectionate relationship between Google (GOOG) and this administration has been documented many times already.

Last week, after much delay, longtime Internet exec Julius Genachowski (pictured here) was confirmed by the Senate as the chairman of the Federal Communications Commission.

It is an important role for the future development of the Web, of course, although it took a dog’s age into the new Democratic administration to approve him.

Hopefully, he and the other commissioners can soon get to work on a wide range of major digital issues, such as a national broadband plan that does not cost Americans a fortune.

Genachowski, a close tech adviser to President Barack Obama, was seated along with Commissioner Robert McDowell, a Republican appointee who was confirmed for a second FCC term.

After the Senate approves two others–Democrat Mignon Clyburn and Meredith Attwell Baker for the GOP–in the next month, it will round out the five-member panel.

(The other FCC commissioner is a Dem, Michael Copps, who has been acting chairman while Genachowski got approval.)

Genachowski, a former FCC staffer, was most recently working as a VC at Rock Creek Ventures and LaunchBox Digital. But he is best known to many in Silicon Valley as a top exec at IAC/InterActiveCorp. (IACI).

He is likely to make his debut to chair his first meeting this coming Thursday, and it is a humdinger of dull:

According to the FCC’s Web site, the July open meeting, held in Washington, D.C., will consider three items:

1.) Amendment of the Commission’s Rules to Provide Spectrum for the Operation of Medical Body Area Networks: The Commission will consider a Notice of Proposed Rulemaking to allocate spectrum and establish service and technical rules for the operation of Medical Body Area Networks to monitor patients’ physiological data.

2.) Amendment of Service and Eligibility Rules for FM Broadcast Stations: The Commission will consider a Report and Order concerning changes in the FM translator rules to allow AM broadcast stations to rebroadcast their signals on eligible FM translator stations.

3.) Amendment of Part 101 of the Commission’s Rules to Accommodate 30 Megahertz Channels in the 6525-6875 MHz Band: The Commission will consider a Notice of Proposed Rulemaking addressing whether to provide licensees with authority to operate on channels with bandwidths up to 30 megahertz in the Upper 6 GHz band and whether to extend conditional authority to two additional channel pairs in the 23 GHz band, as well as an Order addressing a related waiver reques.

But the site also mentioned that “the Meeting also will include a presentation on the status of the Commission’s process for developing a National Broadband Plan.”

Now, that is something BoomTown would like to know about since this country is effectively still in the dirt-road period, in terms of high-speed broadband access for Americans.

But, of course, the cost of what we do get–which is very substandard compared to a lot of other countries–is also very pricey.

Let’s hope Genachowski–who has a lot of other issues on his plate, especially as the media industry undergoes drastic reconfiguration too–can do something about it.

In a related note, Lawrence Strickling was also OK’d to run the telecom division of the Commerce Department, which is the agency with the dough ($4.7 billion in government funds) to help the create this supposed Internet infrastructure boom with the FCC.

I remain dubious of any movement in the arena, but still hopeful.

The U.S. Senate voted unanimously Monday to delay the nation’s transition to all-digital television. Arguing that a major economic crisis might not be the best time for a congressionally-mandated switch, legislators pushed the mandatory conversion date from Feb. 17 to June 12.

But the U.S. House of Representatives didn’t buy that argument. Today, it torpedoed the legislation, saying a delay like the one proposed would confuse consumers and be a burden to wireless companies and public safety agencies waiting to use the spectrum the transition will free up. “In my opinion, we could do nothing worse than to delay this transition date,” said Joe Barton of Texas, the top Republican on the House Commerce Committee. “The bill is a solution looking for a problem that exists mostly in the mind of the Obama administration.”
