And if it's not here quickly, we may just cut off all RIM services in the country.

Research In Motion is on the outs with another foreign government.

This time it’s Indonesia, which is threatening to cut off BlackBerry data services if Research In Motion doesn’t locate a data server in the country as it promised earlier this year.

A bit of background: Back in January, RIM made four commitments to the Badan Regulasi Telekomunikasi Indonesia (BRTI), Indonesia’s telecommunications regulator:

That it would establish a network of over 50 BlackBerry Expert Centers throughout Indonesia

That it would work with Indonesian law enforcement to provide lawful access to messages and emails from suspected criminals

That it would restrict access to pornography on its network

That it would establish a “regional network aggregator” or server to which Indonesian carriers could connect to ensure they’re getting good data speeds

RIM delivered on all four. But evidently it didn’t carry out the fourth in quite the way the BRTI wanted. It put the data center in Singapore, which is not geographically all that far, but a different country and not nearly as “regional” as the BRTI would like. Aggravating matters further, Indonesia has been asking for a local server for nearly three years.

In other words, the BRTI is not at all happy with RIM right now. Apparently it’s outraged enough that it told IDG it plans to make a local server a precondition of RIM’s continued operation in Indonesia. BRTI commissioner Heru Sutadi told the publication that RIM must provide the local server if it wants to continue to operate its BlackBerry Internet Service and BlackBerry Messenger in the country. If it doesn’t do as BRTI asks, those services could end up being cut off.

Reached for comment, a RIM spokesperson said that while the company has been working closely with the Indonesian government, it has not been advised of any specific requirements extending beyond what it has already done. The statement in full, below:

RIM has been working closely with government bodies in Indonesia , but has not been advised of any specific requirements extending beyond what it has already satisfied in writing to the Ministry of Communication and Information Technology (MOCI) on September 23, 2011.

RIM continues to discuss a new, potential investment in Indonesia that would support the growth and expansion of the country’s software development industry and RIM expects to provide further details at a future date.

On September 23, RIM notified the MOCI in writing that it has fully addressed all of the requests made to it by MOCI in January of this year. This included notification that:

1. RIM has established a network of 50+ BlackBerry Expert Centers throughout Indonesia which are detailed on: http://id.blackberry.com/peaceofmind/location.jsp and provide customers with superior after sales support

2. RIM is working with Law Enforcement Agencies in Indonesia for the provision of Lawful Access as stipulated by national law

3. RIM has completed the establishment of a regional network aggregator. Many Indonesian carriers are now connected, addressing the specific stated concern of MOCI, which applied strictly to the speed of data flows.

4. RIM has established a content filtering system, per the requirements outlined by the government.

BlackBerry continues to provide safe, secure and reliable communications for its users.

When it comes to the PC market research, firms see business growing a lot more slowly than Intel does.

It’s turning into a recurring theme. Market research firms like Gartner and IDC warn about a slowing market for PCs. Investors and financial analysts get all depressed and think the market for PCs is tanking, and blame Apple’s iPad and other factors. Then Intel shows up with an earnings report that defies that now-conventional wisdom.

What gives? The research firms don’t have access to the same kinds of sales-channel data that Intel does, especially when it comes to emerging markets. Namely Brazil, Turkey, Russia and other rapidly developing revenue streams.

Intel CEO Paul Otellini called this “channel revenue” during the conference call with analysts. Channel is industry lingo for the business Intel does that’s not with major PC manufacturers like Apple or Hewlett-Packard or Dell, but instead goes through indirect sales channels to smaller companies that make PCs with lesser-known brands geared toward specific markets.

This channel revenue grew 17 percent during the quarter, Otellini said, because demand for PCs remains healthy in these countries. Turkey and Indonesia were both up 70 percent over last year. India was up 17 percent. Russia, 15 percent. China, 14 percent. Latin America as a whole was up 12 percent.

But then there’s Brazil. Otellini said it’s growing like crazy and is on track to become the world’s third-largest PC market next year, after the U.S. and China.

This channel business in emerging markets helps explain at least part of the dichotomy between the results that Gartner and IDC report in their quarterly market surveys — both of which show a market that grew by less than three percent — and Intel, which saw sales in its PC division grow 11 percent.

Later, Otellini and Chief Financial Officer Stacy Smith addressed this issue in response to a question from Evercore analyst Patrick Wang. You can hear their exchange, which runs less than three minutes, below.

I last wrote about Bubble Motion, provider of the Bubbly mobile messaging service, exactly a year ago. At the time, the company had 150,000 users. Today, it has more than seven million.

I last wrote about Bubble Motion, provider of the Bubbly mobile messaging service, exactly a year ago. At the time, the company had 150,000 users. Today, it has more than seven million.

Bubble Motion, which is funded by Sequoia Capital and others, is now launching Bubbly in the Philippines, after releases in India, Indonesia and Japan (chosen because of their deep mobile phone penetration). Its launch partner in the Philippines is Globe Telecom.

By the midway point of this year, Bubbly will be rolled out to all major carriers in those four countries, for a total potential audience of 800 million.

Bubbly allows users to send each other voice-based status updates. People who follow a user receive an SMS each time a new status message is posted, and pay to listen to the status message with a fee added to their regular phone bill. This can be used both for communicating with friends and family and for subscribing to updates from celebrities.

Users pay either a monthly subscription fee for celebrities in India and Indonesia, or per message in the Philippines and Japan, following the carrier billing styles in each country. The average user gets one to two messages per day.

Celebrities on Bubbly often have two to three times as many followers as they have on Twitter, bragged Bubble Motion CEO Tom Clayton on a phone interview on Wednesday. And that’s despite the fact that Bubbly costs money and Twitter is free.

Part of the reason is Bubbly has more reach than Twitter in the four countries it has launched in, Clayton said, given it is a mobile service and Twitter is often accessed over the Internet.

But grooming a stable of stars might not be defensible in the long term, given Twitter is ramping up its mobile efforts and celebrities may want to have a broader reach than they can achieve with local phone carriers and voice updates. Clayton said another edge his company has is the infrastructure it has built to deliver voice files–250 million of them since Bubbly was first launched–without overloading carrier networks.

Clayton said Bubble Motion, which has raised about $30 million in funding, is not profitable yet but is growing revenue with a direct correlation to its traffic, which is to say, doubling every quarter.

The number of Internet users in the top emerging markets is set to nearly double by 2015 — a pace of growth that sounds enticing but that actually presents plenty of challenges for businesses, according to a Boston Consulting Group report released Wednesday.

The report estimates that China, India, Brazil, Russia and Indonesia will have 1.2 billion Internet users within five years, up from about 610 million in 2009.

Developing countries didn’t go through the same technological development that the U.S. did, but their late arrival to the Web means that they get to skip things like bulky grey PCs and go straight to mobile devices. But technology use is evolving so rapidly there that it can be tough for businesses to keep up.

“China provides an instructive example because, for many companies, opportunities have already been missed,” the report says. “Most of the relationships between the digital players and Chinese consumers have already been cemented.”

If you can’t buy Foursquare–as Yahoo did not after aggressive efforts to do so–then…buy the Indonesian version of it!

BoomTown has to be honest and say I have never heard of Koprol, a Jakarta-based social geolocation service that bears striking similarities to the hot New York-based one Yahoo (YHOO) offered $100 million for recently to no result.

But that’s just what Yahoo snapped up, announcing the purchase of the mobile-focused start-up for an undisclosed sum tonight.

It is not clear what Yahoo intends to do with the technology from Koprol, but execs called it an emerging-market play.

And, indeed, Koprol could be used to bolster Yahoo “check-in” features globally, especially in Asia.

Frankly, Koprol sounds more robust, innovative and fun than Foursquare.

Yahoo already made another splashy mobile announcement today by unveiling a partnership deal with Finnish handset giant Nokia (NOK).

Here is a video Yahoo posted on the company’s Yodel Anecdotal blog with Kopral’s founders:

And here’s the full Yahoo press release on the Koprol acquisition:

Yahoo! Acquires Koprol; Extends Social and Mobile Strategy With Location-Based Community
Expands Offerings in Rapidly Growing Emerging Markets

SUNNYVALE, Calif. and JAKARTA, Indonesia –May 24, 2010–Yahoo! Inc. (NASDAQ: YHOO) today announced the acquisition of Koprol. Headquartered in Jakarta, Indonesia, Koprol extends Yahoo’s social, mobile and local offerings and focuses on the intersection of location, community expertise and mobile experiences that have become important trends around the globe. Koprol enables users to interact and share knowledge about their community in a way that is uniquely tailored to mobile phones.

Koprol allows people to connect and share photos, reviews and additional information about locations in real-time using just their mobile phone browser, making the service accessible to a larger percentage of mobile users. Once on Koprol, people can “check-in” to their current location and see where others are and what they are doing. The service helps people find local businesses, such as popular shops or restaurants, based on user ratings including a “thumbs-up” feature to elevate favorite places to the top of the ranking. Users can also start or join discussions based on particular locations and invite friends to participate, creating a unique city-based social mobile community resource.

“Users are increasingly relying on mobile devices to communicate and access the Internet and they are looking for seamless integration between those devices and PCs. This is especially true in many emerging markets where we are introducing the Yahoo! brand to many new-to-Net users,” said Rose Tsou, senior vice president, Asia Region at Yahoo!. “Koprol was uniquely designed for mobile phones and within a year has already built a strong user base. Yahoo! provides the global scale and technology to accelerate growth in Indonesia as well as introduce the service to new markets.”

Yahoo! is focused on providing personally relevant content to its global users on multiple devices and access points. Koprol aggregates a database of locations within a city, created through its community, so that people can find friends or discover new local businesses, neighborhood resources and discussions that are important to them. Yahoo! plans to leverage the rich community of information generated by Koprol users to make its properties and applications, including its homepage and media and communications products, even more locally relevant.

“We are excited to join Yahoo! and look forward to the opportunities being part of a global Internet leader presents,” said Fajar Budiprasetyo, CEO and co-founder of Koprol. “From the beginning, we have leveraged Yahoo!’s open technologies to help build our business, and it was just six months ago when we were showcased at the Yahoo! Hack Day held in Indonesia. This is a great success story for the online community in Indonesia and demonstrates that innovation is recognized wherever it occurs.”

Yahoo! will continue to invest in evolving Koprol’s service, such as the new BlackBerry™ application introduced today, and expects to announce new mobile applications for both local and global mobile platforms in the future.

“Here’s what we know at this point. Our MSN China joint venture contracted with an independent vendor to create a feature called MSN Juku that allowed MSN users to find friends via microblogging and online games. This MSN Juku feature was made available to MSN China users in November and is still in beta.

Because questions have been raised about the code base comprising the service, MSN China will be suspending access to the Juku beta feature temporarily while we investigate the matter fully.”

– Microsoft’s statement on the Plurk-Juku debacle

If Microsoft didn’t know what a Plurk was before, it knows now.

The software giant has suspended MSN Juku, its Chinese microblog site, following accusations that it copied the design and code of Plurk, a Twitter rival popular in Taiwan and Indonesia.

In a blog post earlier this week, Plurk alleged that Juku bore an uncanny resemblance to its service, right down to the code base and data structures.

“From the filter tabs, emoticons, qualifier/verb placement, Karma scoring system, media support, new user walkthroughs to pretty much everything else that gives Plurk its trademark appeal, Microsoft China’s offering ripped off our service,” the company claimed in a blistering blog post.

“We’re still in shock asking why Microsoft would even stoop to this level of wilfully plagiarising a young and innovative upstart’s work rather than reach out to us or innovate on their own terms,” the post continued. “Of course, it just hits that much closer to home when all your years of hard work and effort to create something unique are stolen so brazenly. All the more ironic considering Microsoft has often been leading the charge on fighting for stronger IP laws and combating software piracy in China.”

Indeed. If this is a theft, it’s a serious and embarrassing infraction for Microsoft (MSFT)–even if, as the company claims, Juku’s code was provided by a third-party vendor hired by its MSN China joint venture. Microsoft should have vetted the vendor more thoroughly, particularly since the software giant just suffered a similar embarrassment with its Windows 7 USB/DVD Download Tool, which borrowed a bit too heavily from the GPLv2-licensed ImageMaster project.

UPDATE: Microsoft has determined that the company that developed MSN Juku did indeed copy Plurk’s code. “The vendor has now acknowledged that a portion of the code they provided was indeed copied,” Microsoft said in a statement. “This was in clear violation of the vendor’s contract with the MSN China joint venture, and equally inconsistent with Microsoft’s policies respecting intellectual property.”

Microsoft said it is now suspending access to Juku “indefinitely. We are obviously very disappointed, but we assume responsibility for this situation. We apologize to Plurk and we will be reaching out to them directly to explain what happened and the steps we have taken to resolve the situation.”

Here’s Microsoft’s full statement about the incident:

On Monday, December 14, questions arose over a beta application called Juku developed by a Chinese vendor for our MSN China joint venture. We immediately worked with our MSN China joint venture to investigate the situation.

The vendor has now acknowledged that a portion of the code they provided was indeed copied. This was in clear violation of the vendor’s contract with the MSN China joint venture, and equally inconsistent with Microsoft’s policies respecting intellectual property.

When we hire an outside company to do development work, our practice is to include strong language in our contract that clearly states the company must provide work that does not infringe the intellectual property rights of others. We are a company that respects intellectual property and it was never our intent to have a site that was not respectful of the work that others in the industry have done.

We will be suspending access to the Juku beta indefinitely.
We are obviously very disappointed, but we assume responsibility for this situation. We apologize to Plurk and we will be reaching out to them directly to explain what happened and the steps we have taken to resolve the situation.

In the wake of this incident, Microsoft and our MSN China joint venture will be taking a look at our practices around applications code provided by third-party vendors.

In a shift that is sure to be much commented on by the advertising industry, Yahoo has tapped Goodby, Silverstein & Partners to take the lead for creative, advertising, digital marketing and strategic planning efforts.

The San Francisco-based Goodby, which is owned by the Omnicom Group (OMC), is known for its innovative ideas and has done such memorable campaigns as the Slowsky turtles for Comcast (CMCSA), the weird folk of Emerald Nuts, owned by Diamond Foods (DMND)–as well as campaigns for tech companies such as Hewlett-Packard (HPQ), Adobe Systems (ADBE) and Netflix (NFLX).

Also, of course, the terrifically memorable “Got Milk?” campaign.

Perhaps a “Got Yahoo?” campaign is in the future?

Until now, the top job of goosing Yahoo’s tarnished brand, as part of a recently launched $100 million marketing push, has been helmed by Ogilvy & Mather, a unit of the WPP Group (WPPGY).

While Goodby will lead on creative initiatives worldwide, Ogilvy will remain in the mix, Integrated Marketing and Brand Management SVP Penny Baldwin told BoomTown in an interview this afternoon, focusing on international marketing efforts, including all upcoming brand launches in France, Taiwan, Hong Kong, Korea, Brazil and Indonesia.

And, via it Neo and Mindshare units, Yahoo said, Ogilvy will also run all media buying for the Internet giant globally.

Yahoo (YHOO) is also keeping strategic branding firm Landor & Associates.

Goodby, Ogilvy and Landor will apparently form a Brand Advisory Board at Yahoo, run by Baldwin.

Baldwin stressed that the move was a broadening of its outside marketing advisers and was not a replacement of Ogilvy, or any indication that the current new marketing campaign needed to change.

She said internal reports on the effectiveness of the overall big theme, “It’s Y!ou,” launched last month, have been strong.

Nonetheless, Baldwin added that the new agency is sure to bring more ideas to the mix in the massive effort, which has included television, print, outdoor and online ads.

And, she noted, the location of Goodby’s HQ in San Francisco, not far from Yahoo’s Sunnyvale digs, was also a plus.

“Goodby has the caliber to serve worldwide needs,” said Baldwin. “And with the way the Web moves so fast, we thought it was also important to have deep resources locally.”

Up next, she added: to “root our brand strategy with more hard-hitting” messages about Yahoo.

“This is far more than just an advertising effort,” said Baldwin of Yahoo’s efforts to revitalize itself in the eyes of consumers–and, while she did not say so, to the digerati of Silicon Valley. “This is a business transformation.”

Here is Baldwin’s boss, Yahoo CMO Elisa Steele talking about the company’s marketing efforts of late in a video interview with Nicki Dugan on the company’s Yodel Anecdotal blog in a new feature called Yodelcast (sorry, Nicki, but it is simply too professional and unjiggly for BoomTown’s seal of approval):

And here are two examples of Goodby’s creatives–Comcast’s Slowskys and Robert Goulet for Emerald Nuts:

Tell me why you aren’t going to be the next Friendster.”

– Venture capitalist David L. Sze’s 2006 litmus test for entrepreneurs who claimed to have the next MySpace.

If Orkut is the Facebook of Brazil, then Friendster is the Orkut of Asia. The company, which created the social- networking market only to forfeit it to Myspace and Facebook, is apparently doing quite well in Asia. So much so, that it’s used its success on that continent to secure some new venture funding and a CEO with a Google (GOOG) pedigree. In a statement proclaiming itself the No. 1 social network in Asia this morning, Friendster named Richard Kimber, Google’s Managing Director of Sales and Operations for South East Asia, as CEO. The company also said it has raised $20 million in new venture funding from DG Ventures, Kleiner Perkins Caufield & Byers, Benchmark Capital, DAG Ventures, and the Founders Fund. Friendster plans to use that money to hire up and bolster its presence across Asia, specifically Singapore, the Philippines, Malaysia, and Indonesia.

Perhaps, we’ll see that Friendster movie yet–though I still can’t imagine a worse concept.
