<p>For the record: Disney (DIS) says it always intended to move the company, which offers &#8220;bite-sized ideas for green living&#8221; via email and a Web site, from its corporate strategy group to its interactive division, which will happen later this year. At that point, &#8220;it will still continue in some form,&#8221; says spokesman Michelle Bergman.</p>
<p>That doesn&#8217;t sound good. Disney says it plans to conduct a review of the unit, so it&#8217;s not ready to answer some basic questions about the email newsletter company. Like: Are co-founders Heather Stephenson (who lives and works in San Francisco) and Jennifer Boulden (who until this summer lived and worked in Bozeman, Mont.; she&#8217;s now in Los Angeles, I&#8217;m told) staying on? Will Disney have to take a write-down on the property? Will there be layoffs? &#8220;It&#8217;s too early to say. I can&#8217;t tell you,&#8221; Bergman says.</p>
<p>Okay. But If I had to bet, I&#8217;d say at least some of the dozen-plus employees will be hitting the job market.</p>
<p>Disney paid a reported <a href="http://paidcontent.org/article/419-disney-buys-pittman-backed-green-food-site-idealbite/">$20 million</a> for the property a year and a half ago, and the plan was to create a big green-centered business around it, but that hasn&#8217;t panned out, sources said. The company, founded in 2005, is one of the many lifestyle newsletter businesses backed by Bob Pittman&#8217;s Pilot Group.</p>
<p><a href="http://kara.allthingsd.com/20080806/the-125-million-sweet-dailycandy-revenge-of-bob-pitchman/">Comcast (CMCSA) bought DailyCandy</a>, the best known of Pittman&#8217;s stable, for $125 million a little more than a year ago. That was surely one of the last &#8220;pre-Lehman&#8221; Web 2.0 M&#038;A deals, but grunts and murmurs out of Philadelphia and Pilot indicate the business has held up during the recession. And <a href="http://www.thrillist.com/list/New+York">Thrillist</a>, a &#8220;DailyCandy for dudes&#8221; effort that has yet to sell, seems to be booming.</p>

That’s the latest from outplacement services provider Challenger, Gray &#038; Christmas, which said today that “planned workforce reductions” in April were 132,590&#8211;12 percent fewer than the more than 150,000 recorded in March.</p>
<p>Great news, right? Until you realize that the &#8220;planned reductions” to which the company refers were up 47 percent from a year earlier and are still at recession levels. So while this is the third consecutive month in which layoffs declined, the job market is still in lousy shape.</p>
<p>Employers have sacked 711,100 employees so far this year. That&#8217;s 145 percent percent more than the 290,671 they cut in the first quarter of 2008. Keep in mind, this is “planned layoffs” we’re talking about. Presumably there were some unplanned ones as well.</p>
<p>&#8220;Job cuts are still at recession levels, but the fact that they are falling is certainly promising and may suggest that employers are starting to feel a little more confident about future business conditions,” said Challenger CEO John Challenger. “Hopefully, the next few months will bring further relief, as we tend to see downsizing activity slow during the summer months.”</p>
<p>Yeah, “hopefully.” But don’t count on it. Because Federal Reserve Chairman Ben Bernanke says the economy hasn’t quite bottomed out yet. Which means things may get a bit worse before they get better.</p>
<p>“The most recent information on the labor market&#8211;the number of new and continuing claims for unemployment insurance through late April&#8211;suggests that we are likely to see further sizable job losses and increased unemployment in coming months,” <a href="http://www.bloomberg.com/apps/news?pid=20601103&amp;sid=aoMAyV8N1S3Q&amp;refer=news">Bernanke recently told the congressional Joint Economic Committee.</a></p>

Another grim report from the U.S. Bureau of Labor Statistics today shows the job market slipping closer still to the grim levels it reached in 1982. The country lost 651,000 jobs in February, <a href="http://www.bls.gov/news.release/empsit.nr0.htm">pushing the national unemployment rate to 8.1 percent</a>, the Bureau said Friday (see chart below). That&#8217;s its highest rate in 25 years.</p>
<p>Sad to say, things are even worse in technology&#8217;s heartland, Silicon Valley. The unemployment rate there reached 9.3 percent in January. And given today&#8217;s Bureau of Labor Statistics report, it&#8217;s likely to have gotten worse. &#8220;If the January unemployment numbers resemble a horror movie, then I fear the sequels that will be released in February and March, as they will probably be even more frightening,&#8221; <a href="http://www.mercurynews.com/news/ci_11847980">Carl Guardino, CEO of the Silicon Valley Leadership Group, told The Mercury News.</a> &#8220;The message we hear loud and clear [from CEOs] is that it is bad, and sadly, only getting worse.&#8221;</p>

Now it&#8217;s extending that benefit to the rest of the unemployed labor pool.</p>
<p>On Sunday, the company announced <a href="http://www.microsoft.com/about/corporatecitizenship/us/communityinvestment/elevateamerica.aspx">Elevate America</a>, a three-year job-training effort aimed at giving people the technology skills they need to survive in the job market. Under the program, it will offer one million vouchers for Microsoft eLearning courses and certification exams, and expanded access to Microsoft-vetted technology literacy and skills training programs. &#8220;Millions of Americans don&#8217;t have the technology skills needed in today&#8217;s economy,&#8221; <a href="http://www.microsoft.com/presspass/press/2009/feb09/02-22ElevateAmericaPR.mspx?rss_fdn=Press+Releases">Pamela Passman, a Microsoft vice president, said in a statement</a>. &#8220;Through Elevate America, we want to help workers get the skills they need to succeed.&#8221;</p>
<p>Well, the Microsoft (MSFT) skills they might need, anyway. Which is, obviously, in Microsoft&#8217;s best interests. The more Certified Technology Specialists it has in the market, the better.</p>
