“We are not announcing how many and in what country,” Elop said this morning. “But there will be substantial reductions in employment in various locations around the world, and that too will affect Finland.”

The Finnish government is already bracing itself for the hit. ”You’re talking about 20,000 people, it’s a big number,” Minister for Economic Affairs Mauri Pekkarinen told YLE. ”We’re talking about far and away the biggest process of structural change that Finland has ever seen in the new technology sector.”

Ugly.

That said, as I’ve noted here before, Nokia’s R&D spend is nearly three times that of its rivals and about five times that of Apple.

Oh, and don’t fret too much, Nokia staffers. Google’s hiring …

UPDATE: Reached for comment, Nokia refused to confirm Pekkarinen’s number. But it didn’t deny it either. “Stephen mentioned that there would be significant changes but the impact of the new strategy on personnel is not known yet until the planning process for implementation of the new strategy is started,” a spokesperson told me. “We have a strong track record and positive experiences of supporting employees in this kind of a situation and will aim to support the employees with different solutions. As always, when impact on employees are known we will announce them, and if job reductions are warranted we will follow all relevant legislation and practices.”

According to AFP, an Indian government minister told Parliament on Friday that no solution has been reached in the standoff.

RIM faces a January 31 deadline to meet the country’s demand for a way to monitor communications.

In a statement on Friday, RIM said it is still “fully cooperating” with the Indian government and remains “confident that any outstanding concerns between RIM and the Government of India can be resolved to our mutual satisfaction.”

RIM said it is still pushing to have the security concerns handled on an industrywide basis rather than seeing itself singled out, and it repeated its statement that it won’t create “special deals” for specific countries and that it can’t share the data its business customers encrypt, even if it wanted to.

Now that Sony’s old guard has taken what was once a strong electronics and gaming brand and run it into the ground, the company’s new guard is circling back to resurrect it. This morning the company announced a management overhaul that will see CEO Howard Stringer succeed Ryoji Chubachi as president and assume responsibility for Sony’s key electronics division. It will also see the creation of two new business groups: The first, Networked Products & Services Group, will consolidate Sony Computer Entertainment, the company’s Vaio division and its mobile and Walkman unit. The second, the New Consumer Products Group, will include Sony’s TV, digital imaging, home audio and video businesses. Spanning the two groups will be a cross-divisional software and technology unit charged with ensuring compatibility among their products.

Sony (SNE) says its new structure is aimed at giving the company the agility it has so sorely lacked for so long and to “speed up the transformation of Sony that was started four years ago,” which has all but stalled, if the company’s recent financial performance is any indication. “Have I broken down all the silo walls? No,” Stringer told the New York Times. “Are they very strong and very thick? Yes. But we’ve broken down a lot of them. Our goal is to continue to do that. We have two distinct challenges facing us. The first is the global slowdown, which forces us to make significant adjustments. The second challenge is the evolution of our competitive environment. New competitors springing out everywhere.”
