Former Bebo CEO Joanna Shields and Shine Group Chairman and CEO Elisabeth Murdoch have formed a content start-up to produce across media platforms, both online and offline, with a focus on social engagement, according to sources.

The new venture, which does not have a name, is being financially backed both by Shine and by Shields, who left AOL this summer after running its community and communications division.

Shields engineered the sale of social networking site Bebo to the Time Warner (TWX) online unit for $850 million in early 2008.

Sources said this new company, based in London, will invest, develop and partner to create a variety of content offerings that also incorporate interactive and social networking elements. It will also help the vast array of Shine content in interactive efforts.

Shields will be CEO of the start-up, which will operate under Shine, an independent and private television production company with programming in 24 countries.

In the U.S., for example, its Reveille unit is responsible for such shows as “Ugly Betty” and “The Biggest Loser.” (Both of which are BoomTown faves.)

Shine’s fast growth has been spearheaded by Murdoch, who is the daughter of News Corp. (NWS) head Rupert Murdoch.

But Elisabeth Murdoch has struck out on her own in forming Shine, which already has shown a strong interactive bent for a television company.

The combination of television and Web content is an arena that many are once again jumping into, aiming at creating branded interactive content, fueled by advertising.

Former NBC Universal exec Ben Silverman–who sold Reveille to Murdoch, in fact–has recently left his programming job at the television network to start a similar kind of company with longtime entertainment and Internet kingpin Barry Diller of IAC/InteractiveCorp (IACI).

And former ABC programming and Yahoo exec Lloyd Braun also runs a television and Internet production company with longtime Hollywood player Gail Berman, including recently creating the Wonderwall celebrity news site for Microsoft (MSFT).

In addition, Yahoo (YHOO) and a spate of small content start-ups, as well as big media companies, are all trying to figure out how to create and monetize content online in a multimedia effort that bridges all kinds of distribution vehicles and more deeply involves viewers.

Bebo was actually trying to do that too. Under Shields, it had been a pioneer in creating a variety of innovative online original content, including “KateModern” and “Sofia’s Diary.”

But new management at AOL, now headed by former Google (GOOG) exec Tim Armstrong, has sidelined Bebo to its new ventures division and is likely to try to sell it. Company execs at both Time Warner and AOL now say the purchase was a costly mistake.

That might be true, but it was clearly a financial coup for Shields–who has worked at both Google and RealNetworks (RNWK)–and Bebo investors.

And, given the track record of both Shields and Murdoch, it will be interesting to see what they come up with.

Well, Google can’t say it’s not in the content business anymore.

Here are 11 ads the company has commissioned to promote its Chrome browser. Most are designed to be “viral videos,” though you might see one of them–”Evolution of Simple”–on TV because Google (GOOG) will be buying some airtime for the spot using its TV Ads platform.

So really, it’s a twofer–an ad for both the browser and for Google’s attempt to break into television advertising, which hasn’t gotten very far to date.

Andrew LaVallee at Digits, a section of The Wall Street Journal, has more about the campaign, and you can download the browser here. Unless you’re using an Apple (AAPL) computer, since Chrome doesn’t work (yet) on Macs.

I’m not a huge fan of any of these, but what do I know? I liked those Microsoft (MSFT) ads with Jerry Seinfeld that inspired much braying from the Web’s amateur ad critics.

Though I do sort of like the “Google Chrome” spot, with that Beatles/ELO soundtrack that turns out to be the work of someone named Tim Myers. The song has also been used to sell Lay’s potato chips in a cool/creepy Canadian commercial; it also showed up on an episode of ABC’s “Ugly Betty.”

If you ask me, it sounds like something you would hear in an Apple ad.

I’m back at the Las Vegas Hilton Theater, where Anne Sweeney, head of Disney’s (DIS) ABC Television networks is about to take to the stage at the Consumer Electronics Show. Consumer Electronics Association head Gary Shapiro comes on stage to introduce Sweeney. He plays a video showing snippets of ABC shows (“Ugly Betty,” etc.)

The Summary: Sweeney made several references to Apple (AAPL) and Intel (INTC), touting the importance of their products for promoting new ways to consume content. She hinted at possibly tying in the seasonal finale of “Lost” this year with an Intel-developed software widget on interactive television. There was a lot of paying respect to the consumer, and no news whatsoever, or any new data on interactive media. Oh, well.

3:08: Our definition of media will change again. Winners will be determined by quality, functionality they bring to consumers. It’s no longer about being first, but about being the best. Focus on how consumers use media today and how they will use it tomorrow.

Recently, while I was at a conference in Los Angeles, I caught up with Veoh Founder Dmitry Shapiro.

BoomTown will be focusing a lot on online video this year and Veoh is one of the several online video sharing sites--a group of smaller players that includes sites like Joost, Hulu, Dailymotion, Vimeo and others that I like to call not-YouTube.

Still, it is making progress.

Today, the Los Angeles-based Veoh announced that the ABC television network would put full episodes of its hot primetime shows--such as "Ugly Betty" (love it) and "Desperate Housewives" (not so much)--up on the site.

BoomTown will be focusing a lot on online video this year and Veoh is one of the several online video-sharing sites–a group of smaller players that includes sites like Joost, Hulu, Dailymotion, Vimeo and others that I like to call not-YouTube.

But there are pluses to not being the Google-owned (GOOG) video behemoth, in that major entertainment companies who want to figure out how to put their content online aren’t wondering all day long whether to hug or sue you (or both if you are Sumner Redstone).

Today, for example, the Los Angeles-based Veoh announced that the ABC (DIS) television network would put full episodes of its hot prime-time shows–such as “Ugly Betty” (love it) and “Desperate Housewives” (not so much)–up on the site on a non-exclusive basis.

While Veoh has a lot of short, user-generated material, it has also made a push to get more professional material from big media companies like CBS (CBS)–which wins kudos for being the most promiscuous of networks–on its service.

Interestingly in this deal, media connections seem at play here: Disney-owned ABC is giving over content to Veoh, which has former Disney poobah Michael Eisner as one of its principal investors.

The traffic-type deal is typical–Veoh gets paid to send audience to ABC’s site or gets it to use ABC’s really nice player, and ABC tries to monetize it. Veoh currently says it has 28 million unique monthly visitors.

Of course, Veoh is also trying to figure out that nettlesome monetization issue that all online video sites face, which centers on building audience with the attractive big media content and then getting them to watch other ad-supported fare on its site.

But, as with all video sites, it is still in the early stages and, thus, Veoh got another tidy pile of new funding just two weeks ago to help it muddle through.

That would be $30 million more to add to the kitty of about $40 million previously raised.

Along with existing investors–Shelter Capital Partners, Spark Capital, Goldman Sachs (GS), Eisner’s Tornante Company, Tom Freston’s Firefly3, Time Warner (TWX) Investments and Jonathan Dolgen–Veoh’s latest round included Intel Capital, Adobe Systems (ADBE) and also media and tech investor Gordon Crawford.

I talked to Shapiro, who now serves as Veoh’s chief innovation officer, about the money and more here:
