<p>PeopleMatter said it has raised $14 million in a Series C funding, which was led by Morgenthaler Ventures.</p>
<p>The Charleston, S.C.-based software company, which focuses on hourly workers, said the new investment will be used for product innovation and customer-acquisition strategies.</p>
<p>Existing investors Noro-Moseley Partners, C&#038;B Capital, Intersouth Partners and Harbert Ventures also participated in the round. PeopleMatter had previously raised $14.4 million, which brings its total funding to just over $28 million.</p>
<p>PeopleMatter competes with other online talent management firms, such as SuccessFactors, Taleo and Rypple, although those focus on career professionals. In contrast, PeopleMatter is aimed at service-industry workers, including food service, convenience store, hospitality and retail verticals.</p>
<p>The company&#8217;s offering allows organizations to manage applicant tracking, hiring, onboarding, training and scheduling processes. It is also launching a smartphone app this week that workers can use.</p>

<p>Most of the workers &#8212; represented by the Communications Workers of America and International Brotherhood of Electrical Workers—are in the Mid-Atlantic and Northeast regions and handle the wireline side of Verizon&#8217;s business, which faces continuing revenue declines as cable companies poach landline customers and consumers switch to cellphones.</p>
<p>Both sides plan to continue talking but also have prepared themselves for a stoppage. The CAW &#8212; the larger of the two Verizon unions &#8212; has set up a contingency fund of more than $400 million for the strike, according to union officials. Verizon, meanwhile, has been training nonunion managers to handle customer service calls and network repairs and maintenance.</p>

			<content:encoded><![CDATA[<p>In November, <a href="http://mediamemo.allthingsd.com/20091119/aol-we-need-to-fire-2500-volunteers/">AOL CEO Tim Armstrong said he needed 2,500 &#8220;volunteers&#8221; to give up their jobs</a>, but not enough of them got the message&#8211;only 1,100 walked away on their own.</p>
<p>Now Armstrong is entering the second phase of his corporate slimdown and is firing some 1,000-plus employees.</p>
<p>AOL (AOL) officials say the company has begun notifying European employees of its plans to shut down many of its offices there and has started tapping some American workers as well. The bulk of the U.S. layoffs are slated for this Wednesday, the company says.</p>
<p>The goal is to cut payroll costs by a third.</p>
<p>The layoffs have been in motion for many months: Armstrong came onboard as CEO last spring and it has been clear since then that he would need to cut costs either before or <a href="http://kara.allthingsd.com/20091110/aol-small-layoff-today-a-voluntary-buyout-and-then-the-big-one/">after</a> the company spun off from Time Warner (TWX).</p>
<p>AOL hasn&#8217;t released a breakdown of cuts by territory or by department. But I&#8217;m told that the company&#8217;s editorial/content production staff, which Armstrong and his lieutenants have been emphasizing as a priority in recent months, will not remain untouched.</p>
<p>Here is AOL&#8217;s statement explaining the cuts:</p>
<blockquote class="memo"><p>Since we’ve talked in the past about AOL’s restructuring effort, I want to update you. As you know, in November, we announced that the company would take a $200 million charge and that we planned to decrease the size of our global workforce by one-third. Late last year, we offered Voluntary Separation Program to enable employees to decide what was in their best personal and professional interest. We had approximately 1,100 employees opt to join the Voluntary program. At that time we announced the Voluntary program we noted that if we didn’t reach our target reduction of a third we would need to follow the voluntary program with an involuntary action. We did not reach that target.</p>
<p>The next phase of our restructuring plan will include an involuntary layoff. Our process internationally varies by country and is subject to local laws. We began meeting with employees throughout Europe today. For example meetings have already taken place in the UK, Germany and France, and we announced plans to shut down many of our offices in Europe, beginning with those in Spain and Sweden.  In addition, we will be beginning the consultative process with the Workers’ Councils in relevant countries this week.</p>
<p>In the United States, we will begin notifying a limited number of individuals impacted by the involuntary layoff today, with the majority of notifications taking place in the U.S. on Wednesday, January 13. As of this point, this layoff will not trigger the Worker Adjustment and Retraining Notification Act (WARN) in any of our locations. For many of the employees impacted in the U.S., Wednesday will be their last day in the office.</p>
<p>As you know from covering the company, since April, we have been moving through a process that started with strategy, then focused on structure, and has most recently been centered on aligning our costs with the company’s strategy and structure. As a part of this process, we’ve looked at every aspect of this business. We evaluated our competitive position and product portfolio in every market&#8211;and we asked the hard questions about areas that were no longer core to the strategy and our profit profiles in the businesses and countries where we operate.</p>
<p>We will be offering packages to impacted employees in the U.S. that will include severance, benefits and outplacement assistance, among other things.</p>
<p>All of our cost alignment work is about ensuring AOL’s sustainability and future success. Project Everest is the completion of phase one of AOL’s turnaround.</p></blockquote>

In an open letter, the group&#8211;led by Senators John Kerry (D., Mass.) and Orrin Hatch (R., Utah)&#8211;essentially tells European regulators to “get on with it,” warning that further delay could result in additional layoffs for <a href="http://digitaldaily.allthingsd.com/20091020/sun-to-sack-3000/">Sun&#8217;s already much diminished workforce</a>.</p>
<p>&#8220;Sun Microsystems&#8217; financial position has become more precarious and the commission&#8217;s inquiry has continued,&#8221; the letter states. &#8220;Some have raised concerns over the company&#8217;s ability to continue to employ its thousands of workers. Accordingly, we respectfully request the European Commission complete its investigation of this transaction as quickly as possible.&#8221;</p>
<p>An earnest (and surprising) appeal. But it’s hard to see it going over well with the EC, which issued a <a href="http://digitaldaily.allthingsd.com/20091109/eu-objects-to-oracle-sun-deal/">formal objection to the deal</a> Nov. 9 and has been carping about Oracle&#8217;s (ORCL) <a href="http://digitaldaily.allthingsd.com/20091021/orcl-eu/">lack of cooperation</a> in its investigation for months now.  </p>
<p>Meanwhile, Sun (JAVA), which reported a <a href="http://digitaldaily.allthingsd.com/20091106/suns-business-in-shambles-thanks-to-uncertainty-associated-with-the-proposed-acquisition-by-oracle/">net loss of $2.2 billion for its 2009 fiscal year</a>, compared with a net loss of $403 million for 2008, continues to lose about $100 million per month as it waits for the deal to close.</p>

As fellow government officials committed to the principle that competition is the cornerstone of healthy economic growth, we would like to take this opportunity to share our thoughts with you as to the proposed acquisition of Sun Microsystems, Inc. by Oracle Corporation. In addition, due to Sun Microsystems’ deteriorating financial condition and the possible negative effect on employment of the company’s workforce, we respectfully request the European Commission expedite the completion of its investigation into this transaction. <br />
 <br />
The United States Department of Justice, after an intensive investigation, closed its inquiry into this transaction without taking any action. In fact, the Justice Department did not find documentary evidence that this acquisition would harm competition. We recognize that the European Commission has a sovereign right to thoroughly investigate transactions where corporations utilize the European Union’s marketplace. Further, it is our understanding the Commission is concerned about competition in the database software market.  However, we have been informed by Sun Microsystems that their subsidiary, which competes in this specific market, generates only €17 million in revenue and that the same market has competitors with capitalizations of tens of billions of Euros. <br />
 <br />
Unfortunately, Sun Microsystems’ financial position has become more precarious and the Commission’s inquiry has continued. Some have raised concerns over the company’s ability to continue to employ its thousands of workers. Accordingly, we respectfully request the European Commission complete its investigation of this transaction as quickly as possible.   <br />

Today&#8217;s cuts will likely end up costing about 3,000 workers their jobs. Microsoft had previously warned that it would cut up to 5,000 jobs by 2010. The good news, says CEO Steve Ballmer: The newest round means &#8220;we are mostly but not all done&#8221; with layoffs.</p>
<p>As <a href="http://www.techflash.com/microsoft/Steve_Ballmers_memo_on_Microsofts_latest_round_of_layoffs_44363987.html">Todd Bishop at TechFlash</a> notes, Microsoft (MSFT) previously cut 1,400 jobs, and hadn&#8217;t actually committed to the 5,000 number.</p>
<p>But the company just posted a <a href="http://kara.allthingsd.com/20090423/liveblogging-the-microsoft-earnings-call-glum-chris-at-the-recessiondome/">miserable quarterly-earnings report</a>, and company executives spent most of the ensuing conference call warning investors that things look dire.</p>
<p>Here&#8217;s Ballmer&#8217;s memo to the troops:</p>

Subject: Update: Realigning Resources and Reducing Costs</p>
<p>In January, in response to the global economic downturn, I announced our plan to adjust the company’s cost structure through spending reductions and job eliminations. Today, we are implementing the second phase of this plan.</p>
<p>This is difficult news to share. Because our success at Microsoft has always been the direct result of the talent, hard work, and commitment of our people, eliminating positions is hard.</p>
<p>Today’s action includes positions in the United States and in a number of countries around the world. In the U.S., affected employees will be notified directly by their managers today. In other countries, local leadership teams will provide more specific information about the impact to their organizations.</p>
<p>With this announcement, we are mostly but not all done with the planned 5,000 job eliminations by June 2010. We are moving quickly to reach this target in response to consistent feedback from our people and business groups that it’s important to make decisions and reduce uncertainty for employees as quickly as possible, and so that organizations can concentrate their efforts and resources on strategic objectives.</p>
<p>As we move forward, we will continue to closely monitor the impact of the economic downturn on the company and if necessary, take further actions on our cost structure including additional job eliminations.</p>

<p>One exception: The Globe&#8217;s unionized editorial employees, who have yet to come to terms with the paper&#8217;s owner. The Times makes ominous sounds about what might happen&#8211;&#8220;evaluating our alternatives&#8221;&#8211;but nothing specific.</p>
<p>Last night, the Times said it was ready to file a so-called WARN Act announcing that it would shutter the Globe in 60 days unless it got the concessions it was looking for. At the outset of negotiations with the unions, the New York Times Co. (NYT) said it needed $20 million worth of cuts to keep the paper afloat; it claims the Globe, which it purchased for $1.1 billion in 1993, is on track to lost $85 million this year.</p>

As a result of these agreements, which are subject to ratification by union members, we expect to achieve both the workplace flexibility and the financial savings that we sought from these unions. We are not, therefore, making a filing today under the Workers Adjustment and Retraining Notification Act. We appreciate the productive and cooperative approach demonstrated by the leadership of these unions throughout these difficult negotiations.</p>

Answer: No.</p>
<p>My bloggy brethren are <a href="http://www.techmeme.com/090424/p32#a090424p32">hopped up</a> about Apple&#8217;s disclosure, via <a href="http://sec.gov/Archives/edgar/data/320193/000119312509085781/d10q.htm">its most recent quarterly filing with the SEC</a>, that its retail group had &#8220;approximately 14,000 full-time equivalent employees&#8221; at the end of March. Three months earlier, that number had been 15,600.</p>
<p>But let&#8217;s be clear: Those aren&#8217;t 14,000, or 15,600, <em>employees</em>. Those are 14,000, or 15,600 <em>full-time equivalents</em>&#8211;basically, an accounting term that measures the number of <em>man-hours</em> Apple (AAPL) is paying for, not the number of <em>men</em> (or women) it  employs. So the very strong likelihood here is that Apple cut a lot of workers&#8217; hours, but not workers themselves.</p>
<p>I asked Apple officials for a definitive statement on this, but they referred me back to their 10-Q.</p>
<p>Still, there&#8217;s no denying that sales have slowed at Apple&#8217;s 252 retail stores. Just ask CFO Peter Oppenheimer, who said this week that average revenue per store in the last quarter was $5.9 million, down from $7.1 million a year earlier, and that margins for the retail unit had shrunk accordingly. From the company&#8217;s <a href="http://mediamemo.allthingsd.com/20090422/live-apple-earnings-call/">earnings call</a>, via <a href="http://seekingalpha.com/article/132506-apple-inc-f2q09-qtr-end-03-28-09-earnings-call-transcript?page=-1">Seeking Alpha</a>:</p>
<blockquote><p>&#8220;We believe that the year-over-year decline in average store sales and segment margin is a reflection of the continued weakness in the spending environment, coupled with third party channel expansions relative to the year-ago quarter.&#8221;</p></blockquote>
<p>So the cutbacks make sense, as did the fact that the company only opened one store in the last quarter. It says it still intends to open 25 this year. That&#8217;s down from 50 a year ago, though that disparity may be a bit deceiving since Apple opened 17 stores in September&#8211;the last month of its 2008 fiscal quarter. Had a few of those opened a week later, the numbers would have evened out a bit.</p>

<p>Grim isn&#8217;t it? Sad thing is, this is just a simple snapshot of what&#8217;s been happening in tech. According to the Department of Labor, employers in the states shed 524,000 workers in December, 2.6 million in all of 2008. That makes the last year the worst for layoffs since 1945, when 2.75 million jobs were lost.  And that&#8217;s frightening, because according to some experts, we&#8217;ll get no respite in 2009. &#8220;We are very early in the cycle,&#8221; <a href="http://www.businessweek.com/bwdaily/dnflash/content/jan2009/db20090126_509671.htm?chan=top+news_top+news+index+-+temp_news+%2B+analysis">Peter Morici, a professor at the Robert H. Smith School of Business at the University of Maryland told BusinessWeek</a>, adding that we&#8217;ve so far only seen a sliver of the job losses to come. &#8220;We are going to see the fury of the Old Testament for what we have done to the economy.&#8221;</p>

Thomas Weisel Partners analyst Tim Klasell says the company has <a href="http://blogs.barrons.com/techtraderdaily/2009/01/12/oracle-reportedly-cuts-some-sales-marketing-staff/">sacked some employees in sales and marketing</a>. “Our sense is that the current reduction was well planned and not a hasty reaction to an unplanned event,” he claims in a research note issued today.</p>
<p>Actually, it seems quite systematic. &#8220;It&#8217;s part of the global cost-cutting move,&#8221; one Oracle (ORCL) employee tells The Times of India, which notes that <a href="http://timesofindia.indiatimes.com/Bangalore/Oracle_lays_off_over_40_in_India_/articleshow/3961533.cms">40 workers were just let go at the company&#8217;s Bangalore offices</a>. &#8220;This is just the initial move and the numbers will definitely increase. By next week, we should get the actual figures.&#8221;</p>
<p>Now, <a href="http://layoffblog.com/2008/12/18/rumor-oracle-major-layoffs-are-to-come-in-january-2009/">word on the street</a> has it that the figure in question here is somewhere around 8,000. But there&#8217;s no mention of Oracle in the latest EDD <a href="http://www.edd.ca.gov/Jobs_and_Training/Layoff_Services_WARN.htm#ListingofWARNNotices">Worker Adjustment and Retraining Notification list</a>, which would seem to suggest that 8,000 figure is bogus. And according to our sources it is. We&#8217;re told that layoffs are occurring, but that their number is in the hundreds, not thousands.</p>

<p>Ugly news for the company&#8217;s workforce, which has already seen its <a href="http://digitaldaily.allthingsd.com/20080418/att-shifts-headcount-to-unemployment-office/">headcount reduced by 4,600</a> this year as part of a reorganization of AT&#038;T&#8217;s shrinking landline business.</p>
<p>Shares of AT&#038;T (T), which have dropped by about 30 percent this year, slipped another 2.7 percent in pre-market trading.</p>

<p>The new fitness program to which Yahoo CEO Jerry Yang referred in his last all-hands memo to employees is expected to begin Tuesday. Yahoo (YHOO) is to report quarterly earnings tomorrow and it will announce layoffs along with them. <a href="http://www.mercurynews.com/ci_10750945?nclick_check=1">Sources tell The Mercury News</a> that the company is planning to sack at least as many employees as it did in January, when it fired 1,000 of its 15,000 workers. That&#8217;s not <a href="http://valleywag.com/5064258/yahoo-to-cut-3500-jobs-++-party-on">the 3,000 to 3,500 number</a> that had been rumored, <a href="http://kara.allthingsd.com/20081017/what-yahoos-looming-costs-cuts-actually-mean-not-as-many-layoffs-as-you-think/">as Boomtown foretold</a>. But it&#8217;s ugly nonetheless. The cuts will likely be accompanied by a 15 percent reduction in operating budget.
